The Netherlands seeks new tactical C5ISR systems

The Netherlands requires new command, control, communications, computers, cyber, intelligence, surveillance, and reconnaissance (C5ISR) capabilities to enhance the operational resilience and decision superiority of its armed forces.  

A request for information (RFI), published by the Netherlands defence ministry on 28 August via the Mercell procurement portal, says that the country is seeking capabilities that can shorten the “observe-orient-decide-act” loop in contested environments. 

The C5ISR capabilities sought by the Netherlands – among others – include: 

• AI and autonomous systems
• Command, control, and situational awareness capabilities
• Networking and information exchange
• Sensor integration
• Support for faster decision-making
• Tactical and strategic communications 

In particular, “integrated, modular, and adaptable” systems that can accelerate decision making “at the tactical edge” are required. 

New C5ISR capabilities  

Alongside any currently available capabilities, the Netherlands defence ministry says that it is seeking to understand emerging technologies and expected future developments.  

Through the RFI, the Netherlands will additionally assess the opportunities and challenges associated with C5ISR capability interoperability, integration, and lifecycle management.  

While the defence ministry emphasises that the RFI is not a commercial solicitation, it says the insights gathered will be used to shape potential future acquisitions.  

Responses to the RFI are due by 25 September.
