NATO launches RFI for geographic data services

The agency is seeking information on continuous software support.

To inform potential future acquisitions, NATO has launched a request for information (RFI)  regarding geographic information system (GIS) management services.  

Services listed in the RFI should be able to support the processing, exploitation and dissemination of geospatial data for the NATO Intelligence Surveillance Reconnaissance Force (NISRF).  

Announced on 3 April, NATO says the RFI is intended to outline best-in-class services, as well as pricing models.  

Geospatial data

Geospatial intelligence is fundamental to modern warfare, offering critical real-time situational awareness of physical environments. However, raw data requires processing to transform complex information into actionable decisions for militaries. 

To address this requirement, respondents to the RFI should outline how their GIS data management service could “support, maintain, manage, develop, and advise” the NISRF.  

This should include outlining their ability to develop technical assets, ensure data consistency with third parties, and offer ongoing software support.  

NATO is specifically seeking information on how to manage and maintain data on ArcGIS, the geospatial platform from software and location intelligence provider Esri.  

Services should be available for at least three years at NATO locations in both The Hague, the Netherlands and Sigonella, Italy.  

Potential acquisitions

Following the deadline for submissions on 30 April, NATO says that it “does not envisage” any further consultation.  

It emphasises that the RFI is solely for planning purposes, with no contracts expected to be awarded as a direct result.  

However, NATO says that the information gathered may be used to develop a future solicitation.
